Here’s how to unblock an accidentally blocked sender in Windows Live Mail and Windows Mail: Get to Junk E-Mail Options. In Windows Live Mail, choose Actions→Junk E-Mail→Safety Options. You may have to press the F10 key to expose the Actions menu. In Windows Mail, choose Tools→Junk E-Mail Options. Click the Blocked Senders tab. Also, if you are referring that you have blocked those contacts from your "People" page in Outlook here's what we are going to do.
